After a tour of duty in Africa with the U.S. Army Security Agency, Charles graduated with a degree in Business from the University of South Florida and then obtained his Juris Doctor Degree from the University of Florida in 1970. He immediately joined the firm of Larkin & Larkin in Dade City, Florida and became a partner within one year, practicing in County and Circuit Courts throughout central Florida as well as, U.S. District Court and the U.S. Court of Appeals. He has successfully handled both Civil and Criminal Appeals before the District Courts as well as the Florida Supreme Court.
As president of the Pasco County Bar Association, early in his career, he started a free legal aid clinic during evening hours for those unable to afford legal representation. While practicing full time, he also taught law classes on such subjects as real estate, criminal law, business law and constitutional law at the local college. He was frequently asked to return to his alma mater and speak on legal ethics at the Frederick G. Levin College of Law, Spessard Holland Law Center in Gainesville, Florida.
He was a founding Director of the Community Bank in Dade City as well as a founding Director of the Florida Traditions Bank at which he still serves as Director. Being active in politics and community affairs, he has served on many Florida Barcommittees, including the Judicial Selection Committee and the Sixth Judicial Grievance Committee. He was appointed to several state positions by Governor Bush, Governor Crist as well as Governor Scott.
Charles was recognized for his service and contributions to the United States District Court for the Middle District of Florida as a panel member in the Federal Arbitration Program. His success as a Supreme Court Certified County Court, Circuit Court, Family Court and Residential Foreclosure Mediator is well recognized by his peer attorneys as well as serving as a court appointed trained Family Law Parenting Coordinator.
For in excess of 42 years, Charles has served Pasco and surrounding counties as a practicing trial attorney, arbitrator and mediator, including 12 years as attorney for the City of Zephyrhills serving the Board of Commissioners as well as its planning and zoning committees. He also served as its initial prosecutor. Charles still serves as Senior Partner of the law firm of Waller and Scharber, P.A. where, as always, his philosophy remains that while an attorney may be handling many cases at the same time, you must remember that a Client’s case is the most important case of all to him or her and you must treat it in that fashion.
Jarrod M. Scharber was born and raised in San Antonio, Florida and is a 4th generation resident of Pasco County. Jarrod graduated from Pasco High School in 1999 and from the University of Florida in in 2003. After completing his law degree at Florida Coastal School of Law in Jacksonville, Jarrod was admitted to the Florida Bar and came home to practice law in Dade City in 2006.
Moving straight into private practice with the Law Firm of Charles D. Waller, P.A. directly following law school gave Jarrod the opportunity to gain immediate courtroom and client service experience. Chelsea Waller is a Dade City, Florida native. After graduating from Pasco High School in 2007, Chelsea attended the University of Central Florida where she was an active member of Delta Delta Delta sorority and earned her Bachelor of Science in Business Administration in 2011. Chelsea went on to attend Florida Coastal School of Law in Jacksonville, Florida on scholarship and earned her Juris Doctor in 2014. At Florida Coastal, Chelsea received a Certificate in Family Law as well as a Book Award in Elder Law for earning the highest grade in the course.
Chelsea joined Waller & Scharber, P.A. in September 2014 after passing the Florida Bar Exam on her first attempt and subsequent admittance into the Florida Bar. Chelsea is a Title Agent through the Attorneys’ Title Fund Services, LLC and Old Republic National Title Insurance Company.
Chelsea is a Director and the Secretary for Restored Hope, a non-profit organization providing help and hope to East Pasco County residents. She is also an active member in the Dade City Rotary Club.
